Python Portgroup modification

I filed a ticket with a proposed modification to python-1.0.tcl.
Since this PortGroup affects so many other ports (many of which I do not have installed), can I get some feedback before I commit the change?

Essentially, it seems that
port destroot
and
port build && port destroot
will result in different values for destroot.env because it is modified in pre-build and not pre-destroot.
