Doesn't really explain why. You just listed 10 different things "port -f" does, and one of those was moved to "port upgrade --force" so that leaves 9 things "port -f" does. This isn't especially clearer. It would be clearer if "port upgrade --force" was changed to "port reinstall" for example.
