dpkg update

Hello there!

Current dpkg version is 1.14.29 which is extremely old. Even if macports dropped "port dpkg" support people still can use dpkg for other cases, for example I use dpkg-source to prepare source debian packages.

Almost 2 years ago I started my own copy of dpkg port and I was trying to push update to macports w/o success. Recently dpkg developer Guillem Jover provided some feedback on my version of port (conversation is here: https://github.com/xeron/xeron-macports/issues/1) and with his awesome support I've updated it to the latest version which is currently used by Debian Testing — 1.18.3.

I'm looking for someone who will review and commit this change.
