Bingo. I see it now in macports.conf.default, but not in
macports.conf. The most likely explanation would be that my MacPorts
installation is *very* old and predates the time when this setting was
introduced. (MacPorts would of course never change or overwrite the
contents of macports.conf.)
And thanks to Davide for the hint about --no-rev-upgrade. I did look
into man, but apparently looked for the wrong thing or simply missed
it.
