configure failure: command execution failed ; Local repository

Hey,
I have tried to install the software locally, I got this error that is shown in log file in the attachment.
I plan to open a ticket, but I decide to email you first.
This is a part of error message:

Error: org.macports.configure for port civl returned: configure failure: command execution failed

I attach the log file for your reference and even the portfile. Please let me know if you can help me with that.
