This is true.

"use_autoreconf yes" will still have the effect that it will cause MacPorts to run autoreconf prior to running ./configure. And if autoreconf does not exist, for example due to the autoconf port not being installed due to the dependency being overwritten, then the port will fail at the configure phase.
