Yes, there's an example of overriding the standard archive sites given 
in the comments in archive_sites.conf.

I don't think there's any way to do that without patching base.

It wouldn't be hard to add some code to the end of those .tcl files that 
overwrites the value of a variable that was defined earlier. That's not 
likely to have conflicts when updating.
