I suspect a change is at least part of it.  On 10.9, I see com.apple.IconServices that contain ISCacheTOC and *.iscachebmp files.  On 10.10, I see com.apple.iconservices (notice the case difference) that contains a single store.index file, and there is a global /Library/Caches/com.apple.iconservices.store (which is 28 MB on my system).
