GitHub outage affected buildbot builds

GitHub had a "major service outage" for the past 20 minutes ago, which has just been resolved.

Our buildbot has been busy for the past 6 days building all the perl5.26 modules. As those builds are finishing and the buildbot is trying to work through the backlog of builds, these were failing because of the GitHub outage with the error "fatal: could not read Username for 'https://github.com': Device not configured". These builds will have to be rescheduled.
