https fetch error on older (<10.9) OSX releases due to rejected protocol

These aren't tarballs we produce. They are tarballs the developers produce. We should mirror them, but per the ticket, we don't. I intend to work on this and other server issues soon. There is an order of operations I should follow, and enabling mirroring is not the first step.
