Are you sure you read that in the guide?

"file copy|move|delete" are native Tcl commands, while "copy", "move"
and "delete" are implemented in port1.0 with additional functionality as
documented in the guide [1].

There is no difference between "copy" and "file copy", it is just a
shorthand and a matter of style.
