You need to elaborate more what you mean, as this is quite confusing.
I assume you are talking about this idea [1], but it does not mention
plists at all?

The format of the news items for the ports tree has to be defined in
this project, as this is a new feature that does not yet exist. The best
place would be in the _resources section of the ports tree.
