The old rsync server was decommissioned in November 2016 along with the rest of macOS forge. The mirror at FAU took over as primary at that time, and it has always printed that MOTD. To me, the MOTD does not appear to be useful, but the administrators of that server have chosen to display it, so at the time I didn't want to second guess that by turning it off in MacPorts, plus it was simpler not to modify base and just allow the message to be displayed. However, we can certainly revisit that now. There is already an rsync_options setting in macports.conf to which we could add the flag.
