Upgrade cctools unexpectedly failing

There's no way of knowing if it's the same problem without the full log,
but I doubt it. Poppler's failure to find the SDK is specific to
gobject-introspection. Most ports should be able to use the 10.14 SDK
provided by the Command Line Tools.
