Request Merge of Machine Learning Frameworks

I’ve posted several ML ports this year, believe that they’re ready to be merged, and hope that they can be soon.

These are holding up adding other ML frameworks that use these as dependencies.

I’d appreciate any help getting these into the main branch for general use.
