pdftk

Based on yet another complaint I fixed pdftk and made it nomaintainer; it's been broken for more than a year, and Ryan indicated his disinterest here <https://trac.macports.org/ticket/59134#comment:9>.

I just went ahead as it was dead for such a long while, but by all means, please switch it back to Ryan as maintainer if desired.

It builds on 10.4 to 10.14 at least; dunno about 10.15, although gcc5 seems to build there. Haven't tried.

Systems 10.10 and up can/should use pdftk-java instead, of course.
