Can we enable CI for legacy systems?

I'm aware that most of the systems require a relatively recent macOS
(buildbot worker runs on ancient systems without any major issues
though).
I actually wanted to point that out also for the gitlab runner.

But then it hit me that if you only use the worker/runner on the host
computer (which can run any macOS version) which starts a fresh VM and
sends the build instructions to that VM, I guess that an ancient VM
might still work?
