depends_run and activation

Hi,

Supposing runtime dependencies are stored in the registry, wouldn't it be possible and a good idea to give at least a warning if any are missing when you (re)activate a port? I presume you would already have gotten a warning when DEactivating the dependency, but that can have been long enough ago that you forgot about it (think ports for development that you only require sporadically).
