libgcc11 on macOS monterey

Updating the ports tree and rebuilding worked - thanks! Unfortunately it looks like I don’t have permission to close the trac ticket. 

Additionally, libgcc9 (and libgcc8, which has 9 as a dependency) is producing a linker error - there’s another ticket <https://trac.macports.org/ticket/63697> already opened for that but no one is assigned yet.
