Why does Texinfo explicitly depend on perl 5.30?

My personal guess: no special reason other than trying to use a newer
version given that it was available.
It's a bit unfortunate if some ports use one version and others
another, but in particular 5.30 is already obsolete.

We need to add a minor fix to perl, then add subports for 5.34 and
finally migrate all ports to depend on 5.34.
