Clean up PROJ mess

I would be very grateful if someone could take the time to review, and perhaps eventually merge, the PR dealing with the reorganisation of the proj[N] ports [1].
I raised this issue a year ago and the PR some three months ago, so it would be really great to finally come to some conclusion.
