Missing -headerpad_max_install_names on librsvg

I haven't run into this issue in literal years.
Ran into it while using macdylibbundler on my CI...

I modified the workflow to upload logs and sure enough,
`grep -R headerpad _opt_local_var_macports_sources_rsync.macports.org_macports_release_tarballs_ports_graphics_librsvg/librsvg/`
returns nothing.

AFAIK, this should be added more-or-less automatically to everything, no? So there must be something somewhere overwriting it.
I have no proof but I'm assuming it's something in the rust portgroup. Anybody more familiar with it that knows how to properly fix it?
