It doesn't sound like it to me. The way that bug usually presents is that a file that was just created, especially with clang, has holes of zeros where there should be data. The problem corrects itself within seconds or minutes.

portlist.tcl is a text file, not created by clang, and Jason didn't mention running selfupdate so there's no reason why that file should have been changed.
