Possible to implement resumable port fetch?

On a slow connection downloading ports becomes a nightmare: MacPorts keeps
dropping connection, and since fetch starts anew every time, it may take
literally forever to proceed.

A lot of tools support resumable downloads. Is it possible to implement
that?
