MacPorts bootstrap is broken in Github Actions

MacPorts devs:  There is some kind of breakage causing CI aborts early in
the MacPorts bootstrap stage.  Please clear this when possible.  Thanks.

Creating port index in
/Users/runner/work/macports-ports/macports-ports/ports
Failed to parse file graphics/opencv4-devel/Portfile: missing operator at
_ at _
 in expression "${name} _ at _1{subport}"

The problem may have started a couple hours ago with the gdal rev-bumps in
https://github.com/macports/macports-ports/pull/32926.
