#13735: Add link to MacPorts ticket creation guide on Trac "New Ticket" page

 Since we have [http://guide.macports.org/#project.tickets a guide on how
 to file tickets for MacPorts], it'd be helpful for the new ticket creation
 page itself to have a link to it.  Obviously we'd need to keep an eye on
 this link so that it doesn't break, but I don't know how this can be done
 in an easy-to-maintain way.

 Assigning to `jmpp` since there may need to be a little discussion with
 MacOSforge on how this should look; feel free to re-assign to whomever
 would be more appropriate.
