 I don't think this is a base bug, it's a bug in the ports in question.

 ie, from cln:

 platform darwin 7 {
                 return -code error "cln is not supported on Panther (OS X
 10.3.x)"
                 }

 This is the same sort of thing that sometimes breaks portindex. The error
 return should be wrapped in the 'fetch' phase, probably.
