Comment (by ryandesign at macports.org):

 I sent an email to ijg.org's technical contact, Andrew Finkenstadt,
 yesterday, and he said the server hosting www.ijg.org had suffered a
 hardware failure during a power outage three weeks ago. A replacement part
 was ordered but did not correct the problem, so the site was moved to a
 different server. It's working for me now, though it may take as much as a
 day for the server change to propagate through the DNS.
