 Do you have a /usr/X11/bin/xmkmf?  It's not installed by XQuartz so if you
 didn't first install Apple's X11, it won't be there.  If that's the case,
 then that is the reason for the X11 issues here and in #15756.

 In that case, the --x-includes and --x-libraries switches will probably
 work in this case as well.  But there should probably be a better overall
 fix than to add that to all Portfiles which need it.
