 This update provides the following updates/enhancements:

  * updates ncbi_tools to the latest version (bug #16135)
  * fixes bug #16136: ncbi_tools: creates directory called "755" in port
 directory
  * fixes warnings reported in the lint report
  * replaces tabs with spaces for consistency with published Portfile
 guidelines
  * updated the maintainer's email address
