 Attached is a proposed change in the perl dependency of
 torrentsniff.[[BR]]
 Since torrentsniff uses the perl5 PortGroup, I do not think perl
 dependency is needed.[[BR]]
 It also resolves issues brought up in #17182 and #16830.
