 `--with-expat-dir` was [http://bugs.php.net/bug.php?id=34221 renamed to
 --with-libexpat-dir in php 5.1.0]. Changed for php5 in r43386 and for
 php5-devel in r43388. This change causes php and php-cgi to now link with
 expat again (though I'm not clear what implication this has for any php
 functions).
