 I've found the cause. The catalog file contains a line:
 {{{
 <delegatePublic publicIdStartString="-//OASIS//DTD DocBook XML"
 catalog="file:///opt/local/etc/xml/docbook" />
 }}}
 so that I'd say that the line
 {{{
 <public publicId="-//OASIS//DTD DocBook XML V4.3//EN" uri="docbookx.dtd"/>
 }}}
 in /opt/local/share/xml/docbook/4.3/catalog.xml isn't taken into account.
