 You're missing an -I/usr/X11/include ... Does this match your output:

 $ pkg-config --cflags xft
 -I/usr/X11/include -I/usr/X11/include/freetype2
 }}}

 Also what is your output of:

 $ set | grep X11/include
 }}}
