Comment (by reiffert at macports.org):

 There is rsync-devel which will be released as rsync-3.0.0 shortly
 (sometime next week). Rsync-3.0.0 handles Resource forks, extended
 attributes and works quite well as you could try out with rsync-devel.

 The ticket can be closed.
