 xfig on a G5 running Mac OS 10.4.11 fails to activate after complaining

 This seems to be the behavior described in ticket 13085, which was closed
 because the problem was supposedly fixed.  Not sure what the difference is
 between the closed ticket and the behavior I'm seeing.
