Comment (by jmm at physics.org):

Allen Rawls sent me a workaround that did the trick. In the extract from
his email below, "URL" is ftp://tug.ctan.org/tex-
 archive/systems/unix/teTeX/current/distrib/tetex-texmf-3.0po.tar.gz.
 (moved up here for clarity).[[BR]][[BR]]

 > * '''`cd /opt/local/var/macports/distfiles/teTeX`'''[[BR]]
 > * remove any *.TMP files, as those are the download attemps if it kept
 any [[BR]]
 > * '''`sudo wget URL`'''. If you don't have wget, you can also use curl:
 '''`sudo curl URL > tetex-texmf-3.0po.tar.gz`'''[[BR]]
 > * once the file is downloaded, run '''`sudo port -v install tetex`'''
again. It took about 10 minutes for me, but it installed, skipping the
fetch since it found the files in the proper directory.[[BR]]
 > * then I went back and ran '''`sudo port -v install gnuplot`''' and it
picked up where it left off, after tetex.[[BR]]

It worked just as described, many thanks for the workaround.
