 Submitted an updated Portfile. Basically I moved the ruby.setup line to
 the top because it overrides the previously set `depends_lib`. With
 ruby.setup `name` and `version` become redundant, so I removed them.

 Why do you rename `geoip.h` to `geoiplocal.h`?
