Comment:

 You need to expand variables in the binpath. So you need to write "binpath
 /opt/local/bin:/opt/local/sbin:/bin:/sbin:/usr/bin:/usr/sbin:/usr/X11/bin",
 not "binpath
 ${prefix}/bin:${prefix}/sbin:/bin:/sbin:/usr/bin:/usr/sbin:${x11prefix}/bin".

 Because you had not expanded the variables, /opt/local/bin, where
 freetype-config lives, was not in the path. That is why fontconfig could
 not find it.

 Changing the binpath variable is not recommended. The best idea is to
 remove it from the macports.conf.
