Comment:

 This can happen if neon isn't installed when subversion is built, but as
 subversion depends on neon, it shouldn't be happening here.

 Can you run 'port installed neon' and make sure it is installed and
 active?

 If it isn't, please activate it and do:

 'sudo port -f uninstall subversion'
 'sudo port install subversion'
