Comment:

 Hi,

   If you cannot import time, your Python installation is horribly broken.
 The two lines of output that you included:

 "Command output: Could not find platform dependent libraries <exec_prefix>
 Consider setting $PYTHONHOME to <prefix>[:<exec_prefix>]"

 are big hints.  In any case, this is not a bug with setup tools or django.
 Feel free to reach out to me separately for a little help with your
 installation, but I'm going to close this bug as invalid.
