 new port for PETSc.

 PETSc, pronounced PET-see (the S is silent), is a suite of data structures
 and routines for the scalable (parallel) solution of scientific
 applications modeled by partial differential equations. It employs the MPI
 standard for all message-passing communication.

 It seems difficult to come up with a clean integration of the PETSc
 directory structure with the MacPorts directory structure. So instead, I
 put everything in ${prefix}/lib/petsc.
