 To run threaded tests, it's necessary to:
  * install tcl +threads
  * tell sqlite3 that tcl supports threads, using -D TCL_THREADS

 The following patch does the later.  It should probably be modified to
 only do this define conditional upon tcl having thread support.  I don't
 know how to do that though.
