Comment(by blb at macports.org):

 A 'port upgrade' won't hit the modules if they appear to be the same
 version (eg, for p5-uri, 1.35_1).  Since MacPorts doesn't have a way of
 saying 'this port needs to be rebuilt when a dependency is upgraded', the
 only way to force it would be to bump the revision.  On all modules...
