 Chmod does not currently use the xcode PortGroup and use the [#12914 `cd`
 TCL procedure]. Furthermore, it links against OpenSSL and libxml2
 libraries from the system instead of the MacPorts ones.

 Changes:
  * Ported to xcode-1.0 PortGroup.
  * Does not use the cd procedure anymore (see #12914).
  * Now links against OpenSSL and libxml2 libraries from MacPorts.
