Comment(by jmr at macports.org):

 The need for -f is a bug (#11501), and it will be fixed in 1.7. Then you
 will be able to just use -u and it will work as expected. For now I'd
 actually recommend doing it in two steps, `sudo port upgrade outdated` and
 then `sudo port -f uninstall inactive`.
