 I installed the Unix Dev Support and still have the same problem. I tried
 doing a port installation from the terminal and got a failure as recorded
 here:

 $ sudo port install rpm
 --->  Building icu with target all
 Error: Target org.macports.build returned: shell command " cd
 "/opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_ports_devel_icu/work/icu/source"
 && gnumake all " returned error 2
 Command output: gnumake: *** No rule to make target `all'.  Stop.

 Error: The following dependencies failed to build: beecrypt icu expat
 gettext libiconv gperf ncurses ncursesw neon openssl zlib perl5.8 popt
 python24 readline sqlite3
 Error: Status 1 encountered during processing.
 $
