 Attached is a proposed change to the swig language.[[BR]]
 java, in particular, seems like a useful addition.[[BR]]
 I removed tcl from the language variable since it is also a variant.[[BR]]
 I modified the php language because the configure script only seems to
 recognized --with-php4.

 See #16830 for the reason behind the perl change.
