 i opened bug # 11420. i'd like to re-open it, but i get an error saying i
 don't have permission. perhaps trac gets confused by the fact that i
 changed my email address along the way?

 note.. this ticket is a copy of ticket 16573 that was prematurely closed
 and that i can't reopen due to this very issue.
