Comment:

 I'm hoping we will get some action on making perl5.10 the default perl
 (#16830) and/or an @INC change so we can get rid of needing force.

 There are some dependencies that are no longer necessary with svk2.2 as
 well.

 If we don't get resolution on the perl5.10 issue soon, I'll commit an
 updated svk port.
